Son of Oscar Charles Welsh and Mary Vaughn Craig, both natives of New York. Oscar was a Civil War Veteran-Co. D 44th ILL.INF. They raised their 9 children (2 died in infancy) in Lee County, IL.
Elmore married Anna P. Sargent, a native of South Dakota around 1896. Their two sons were Cecil E. (1898-19??) and Roy Laurence (1900-1941), both born in South Dakota. The family is recorded in the 1910 U.S. Census as living in Wind River Reservation, Fremont, WY. Elmore's occupation listed as carpenter and Anna's as cook-Ditch Camp.
The family, without Cecil, began living in San Francisco, Calif. about 1914 to 1919. Roy is listed as a 'helper machinist' working at Mare Island, a US Naval base in Vallejo, California, about 30 miles northeast of San Francisco.
By the 1920 Census, the family has moved to Vallejo, CA. Elmore is a carpenter building houses and Roy is still employed on Mare Island. Elmore died at the Veterans Home of California-Yountville in Napa County, CA. Located about 30 miles north of his home in Vallejo.
After his passing, Anna owned and operated "Welsh Apartments" in Vallejo, CA. on Wilson in Vallejo.
