Richard was a schoolteacher who traveled on the (highway of) Long Island Sound probably for many years sailed out and around Orient Point to Sag Harbor and back (an overnight trip if the wind was favorable) teaching school for a few months here and there but maintiaining his official residence at Stratford. He was the keeper of records at Southampton L.I. for a few years. He also traveled in Connecticut, from Stamford, Fairfield, Wethersfield, and Stratford.

In 1663 Richard was involved in a boundary dispute between New Amsterdam and Connecticut over the area along the Connecticut-New York shoreline, transcribing documents. Both assemblies asked Westchester to send delegates. At that time Westchester was a part of the Bronx, and called 'Oost dorp' by the New Amsterdam people. They came and arrested Mills and blamed him for the dispute (he had Connecticut documents). He was imprisoned for a month. from 12 May 1663 and released 18 June. The ultimate resolution: Britain took New Amsterdam from the Dutch on 27 Aug 1664.9
